Horsham District Council People's Budget

The scheme has been created to allow community organisations to deliver initiatives, events or programmes that support Horsham District Council’s priorities, to deliver fun or creative initiatives that add value to our communities.
Applications for proposals that primarily benefit people aged 25 years old or younger will be prioritised.
Applicants will be able to apply for grants of £20,000, £10,000 and £5,000. The way in which grants are distributed will be determined following the public vote thus ensuring that residents can decide to use for the priorities that matter to them.

Applications must:
- Demonstrate how they contribute to the delivery of at least one of the Council’s priorities
- Deliver measurable outcome
- Be from voluntary or community sector organisations
- Operate within the Horsham District
- Be a legal entity with an appropriate written constitution and governing body and its own bank account and appropriate governance
- Not unfairly exclude individuals from participation.
The funding will be equally split, as set out below:
50% of the funding will be identified in the following wards: Billingshurst; Bramber, Upper Beeding & Woodmancote; Colgate & Rusper; Cowfold, Shermanbury & West Grinstead; Henfield; Itchingfield, Slinfold & Warnham; Nuthurst & Lower Beeding; Pulborough, Coldwaltham & Amberley; Rudgwick; Southwater North; Southwater South & Shipley; Steyning & Ashurst; Storrington & Washington; West Chiltington, Thakeham and Ashington
50% of the funding will be identified for use in the following wards: Broadbridge Heath; Denne; Forest; Holbrook East; Holbrook West; Roffey North; Roffey South; Trafalgar.
Applicants will need to provide the Council with the following information:
- Organisational details:
- The purpose of the organisation
- Purpose of the grant
- Who will benefit
- Where the project will take place
- Project timescales
- Expected outcomes
- Expected outputs
- Shown case for need
They will also need to provide:
Child/Young Persons Safeguarding Policy (if appropriate)
Vulnerable Adults Safeguarding Policy (if appropriate)

Applications will be accepted throughout August and September, with a deadline of Monday, 30 September.
There will be a three-stage process to the process. Stage one will be an assessment of the applications. Any organisation that fails to provide appropriate governance documentation will be immediately excluded from the process. All groups that meet the basic information requirements will be reviewed at Stage Two by a panel comprising of: Cabinet Member for Housing, Communities & Wellbeing; Director of Communities; Head of Housing & Communities and the Grants & Funding Officer. They will review the application and shortlist those that best deliver activities in line with the Council Plan. Their decision will be final.
The third stage will be a public vote in November. It will be open to any resident of the Horsham District and will primarily be held online. People will only be able to vote once, and safeguards will be put in place to mitigate as far as possible against misuse of the system. Officers will also work with schools to facilitate votes to encourage a engagement from younger people.
