Temporary Road Closures for Parades, Festivals and Events
If you are planning a festival, carnival procession, parade, shopping event or similar, please click the button below to give us the required information and apply for a road closure online. Please ensure you apply at least 6 weeks before your proposed date.
What counts as a Parade or Festival closure?
You must apply for this type of permit if you wish to close a road, or section of road that;
- Is a major road,
- Is a through road or bus route,
- Is a main High Street or Town Centre area,
- Requires a traffic diversion route for any period of time,
Organisations making application should have public liability insurance cover for the sum of £10 million.
To close the road for an event there is an administrative charge of £100 per application.
To Apply you will need to follow the link below to our Citizen Portal. you will be prompted to sign in, or create an account, please follow the steps below to apply.
- Sign in or create a new account on the Citizen Portal
- On the left side of the screen, select the select “Request New Licence” on the menu options.
- Ensure you have all the required documents to hand: Traffic Management Plan including the placement of any traffic marshals and closure signage required, Risk Assessment/s, a clearly marked Route Map and Diversion Route Maps - these can be on the same document, Insurance documentation, any other documents you feel are necessary.
- select the Licence type 'Road Closure Permit' and complete the application form.

Further guidance for planning your event
On receipt of the application form, the necessary consultation procedure will be carried out. Once the application is approved, you will be sent a copy of the Road Closure Notice via email. Please make sure you display the notice on site in areas such as the beginning and end of the closed road, and any paths or roads leading to the closed area.
Please ensure that appropriate road closure signage and barriers are sourced by the organiser and set in place on the day of the event.
It is the applicant's responsibility to check with our Licensing Department to see if any particular licenses are required for events that are proposed to be held for which the temporary road closure has been applied for.
