Horsham District is part of a two-tier Council system. This means that your local services are provided by Horsham District Council, West Sussex County Council and, in some cases, local Parish Councils.

We are responsible for the following services within Horsham District:

- Litter and street cleaning
- Car park management
- Parking enforcement
- Housing and homelessness prevention
- Planning applications
- Council Tax collection
- Parks and countryside
- Licensing
- Environmental health
- Building control
West Sussex County Council services

West Sussex County Council are responsible for the following services within Horsham District:
- Schools
- Roads and highways
- Social care and public health
- Waste disposal
- Libraries
- Births, marriages and deaths
Parish Council services
Some areas of Horsham District have Parish Councils. In these cases, Parish Councils manage the following:
- Allotments
- Bus shelters
- Public seating and signage
- Local recreation grounds and play areas (the ones not owned and managed by Horsham District Council)
- Litter and dog waste bin provision (on parish owned land)
- War memorials
Parish Councils must also be consulted on planning applications for the area.
