About the role:
A vacancy has arisen on the Independent Remuneration Panel. Horsham District Council is to appoint a member to the Independent Remuneration Panel to advise it on the Basic and Special Responsibility allowances and other allowances that Councillors may receive.
The Panel will comprise a minimum of three members and is set up in accordance with the Local Authorities (Members’ Allowances) (England) Regulations 2003. The Independent Remuneration Panel is to assist the Council in making its Allowances Scheme by making recommendations about the total allowances payable to Members. The Independent Remuneration Panel will also act as the Parish Councils’ Remuneration Panel for each of the 32 parishes in the District.
The intention is that IRP's should be made up of completely independent persons who can consider the roles undertaken by councillors and make recommendations as to the amount they should receive in basic and special responsibility allowances. IRP's will receive information to enable them to reach informed decisions and will be able to seek comparative information from other councils, interview Councillors and generally undertake what research they consider necessary to enable them to make well founded recommendations.
The ideal applicant must have:
- an interest in the work of the Council
- a wish to serve your local community;
- effective communication skills;
- sound judgement and decision-making skills, with an ability to remain impartial and objective
Panel members must not:
- be disqualified from being a Councillor;
- be an employee of the Council, or one of its contractors;
- be a member of the Council, or a member of a Parish Council within the District;
- be the spouse, partner or close relation or friend of such a Member or employee; and
- be an active member of any political party
The term of the appointment is four years from the date of appointment. It is envisaged that a full review of the Members’ Allowances Scheme is likely to involve eight to ten meetings. This review is currently underway, and due to conclude in February 2025. The successful applicant will be involved in these meetings. Interim reviews, if required, for the remainder of the four-year period will involve fewer meetings. Panel members will also need to prepare for these meetings.
Expenses may be payable and a fee will be paid upon completion of the Panel’s report. The level of such payments will be confirmed upon appointment.
