Annual Parking Disc terms and conditions 2024/25
Horsham District Council has introduced a new chargeable service for Annual Parking Discs referred to as ‘the service’ in this document. Throughout these Terms and Conditions, ‘you’ refers to the householder and ‘HDC’ refers to Horsham District Council. By paying for the service, you accept these terms and conditions.
1. Service Description
You have agreed to pay HDC to purchase your Annual Parking Disc. The period of service runs from 1 July 2024 – 30 June 2025 for physical parking discs or for 1 year from the date of purchase for Digital Parking Discs. This service is available to all households inside and outside the district.
2. Conditions of Use
Physical disc
- When your payment is received an Annual Parking Disc will be posted to you within 10 working days and must be clearly and securely displayed on your vehicle dashboard with the set time of arrival, when using the relevant car parks
- The Annual Parking Disc will permit you to park for the maximum stay (unless the maximum stay exceeds the 4 hour maximum limit of the disc) in the market towns and village car parks within the Horsham District
- The Annual Parking Disc can only be used on a day-by-day basis and does not rollover to the following day
- Horsham Town Centre Car Parks are not included
Digital Disc
- When your payment is received the digital disc is immediately ready for use.
- You must activate your session upon arrival (or up to 7 days in advance) for the car park you are visiting and the maximum stay for your visit will automatically be applied.
- The digital disc session can only be used on a day-by-day basis and does not rollover to the following day.
- Horsham Town Centre Car Parks are not included.
- When purchasing a Digital Parking Disc, the name supplied will be deemed as the disc holder. The disc holder is responsible for ensuring that all the Digital Disc details are up to date.
- A maximum of one vehicle registration mark can be registered against the virtual disc at one time. It is the responsibility of the digital parking disc holder to update the vehicle registration logged against the virtual parking disc prior to leaving the vehicle parked.
- Should a virtual parking disc holder choose to purchase and/or manage the virtual disc online, it is the disc holders responsibility to:
- Ensure that the phone or other device is sufficiently charged to ensure the necessary update/renewal is made prior to parking the vehicle.
- Check the accuracy of the digital parking disc details which have been provided as Horsham District Council cannot be held responsible for customer errors which result in the issue of a Penalty Charge Notice.
- Internet access or connectivity/signal difficulties are not considered valid reasons for a vehicle to park without a valid virtual parking disc as it is the responsibility of the disc holder to ensure that the virtual parking disc is valid prior to parking.
The Digital Disc cannot be used in conjunction with the physical Parking Disc. Any motorists found to be using both on the same day will be issued with a Penalty Charge Notice (PCN) and have their Digital Parking disc cancelled. No refunds will be issued.
For car parks with a maximum stay of more than 4 hours, you can purchase further time to commence from the expiry time of your disc (physical or digital).
Possession of an Annual Parking Disc does not guarantee the availability of a space for the holder to park.
A person or administrator purchasing a parking disc for other users should ensure that they inform and supply all users or the holder of the virtual disc with these Terms & Conditions.
The council reserves the right to vary its parking arrangements at any time without notice.
If a parking disc is suspected of being misused, it will be withdrawn, and no refund will be issued.
Failure to comply with the Terms & Conditions and the Horsham District Council Parking Order may result in a Penalty Charge Notice being issued.
3. Charges and Methods of Payments
The cost of the Annual Parking Disc (physical and digital) is £20 fixed price per annum and £20 per annum for each additional disc. Payment can be made by debit card or credit card. HDC reserves the right to charge an administration fee for the payments processed via the telephone. Registration can take place at any time during the year on payment of the full annual charge.
4. Cancellations and Refunds
- Physical disc - You must contact HDC if you wish to cancel the service. A full refund will be provided if HDC receives notification within 14 working days of you receiving these terms and conditions. Refunds will not be provided outside the statutory period outlined in clause 5 of this agreement. It is not the responsibility of Horsham District Council if your Annual Parking Disc is either lost or stolen. The onus is on the motorist to ensure that a replacement is purchased via Horsham District Council.
- Digital disc – Non-refundable
5. Statutory Rights and Right to Cancel
These terms and conditions do not affect your statutory rights. You have 14 working days (not including Saturdays, Sundays or public holidays) from receipt of these terms and conditions (or acceptance of them if signing up online), to notify us that you wish to cancel the service. If you cancel within the statutory period then HDC will issue a refund within 15 working days. Notification must be received in by email, in writing or through the website.

7. Renewal
- Physical disc - The service expires on 30th June 2025, and you will be notified by email of renewal arrangements and charges for subsequent years prior to this date. The service will terminate on this date if payment is not received.
- Digital disc – The services expires 1 year from the day of purchase and you will be notified by email (?) for renewal arrangements and charges for subsequent years prior to the date of purchase. The service will terminate after 1 year if payment is not received before this date.
Data Protection Statement
HDC will only use the personal details you have provided for this service to contact you by letter, telephone, or email for matters related to the Annual Parking Disc. HDC will use your information to inform you of any similar service provided by the Council that may be of interest to you if you give us permission to do so. Please indicate your preferences below. HDC will not share this information with any other organisations unless required to do so in order to provide the service or as permitted by law. You may tell us at any time if you do not want to receive marketing communications from us, by email, telephone or letter providing your full name and address. We will also use your information for analysis purposes in order to improve our service. This will be anonymised prior to any disclosure, e.g in response to a request under the Freedom of Information Act asking for service take-up volumes.
We will be using a contracted mailing house to distribute your physical parking Annual Parking Disc, only your name and address will be passed onto the mailing company. The mailing company we are using is Treetop Design & Print Ltd, Unit 5 & 6, The Bell Centre, Newton Road, Crawley, West Sussex, RH10 9FZ.
