Parking in Horsham District with a Blue Badge

You can use your Blue Badge when parking on-street and off-street in the District.

West Sussex County Council are responsible for on-street parking and Horsham District Council are responsible for off-street parking.

Parking on street with a Blue Badge

If you have a Blue Badge you may park without payment or time limit in any on-street pay and display parking bay.

Blue Badge holders are not exempt from parking restrictions where loading bays apply and cannot park within marked out loading bays.

Parking in a Council car park (off street) with a Blue Badge

All Blue Badge holders are entitled to use the Blue Badge holder parking bays in our car parks for the maximum stay.

In addition to this, if you are a Blue Badge holder who receives

  • the higher rate of Mobility Living Allowance
  • Personal Independence Payment (PIP)
  • or Attendance Allowance

you can register one vehicle with us to park for free at any of our car parks.

If you are not in receipt of any of the above, then payment is required.

Please ensure you always display your Blue Badge and your Blue Badge clock when visiting our car park. Set your clock to your time of arrival.

Register your vehicle for free Blue Badge parking

If you are eligible for free Blue Badge parking in our car parks, you must register your vehicle with us.

You will need to upload photos of the following documents:

  • Your Blue Badge (both sides)
  • Proof of your higher rate of Mobility Living Allowance, Personal Independence Payment (PIP) or Attendance Allowance (usually in the form of a letter)
  • The Vehicle Registration Mark (numberplate) of the vehicle that you use most when visiting our car parks

Your documents and form will be verified by our team and we will send you a confirmation email when you have been set up.

Key terms and conditions

  • Your registration to the scheme will expire when your Blue Badge does. When your Blue Badge expires, you will need to re-register to the scheme.
  • If the vehicle is used in the car park without the Blue Badge holder present, then the driver will need to go to the pay station to pay in order to exit the car park.
  • If the vehicle is found to be using the free parking within our car parks without the Blue Badge holder present, we will remove the vehicle from the scheme.
  • If you do not register for the scheme or you fail to pay for your parking, you may be liable to receive a Penalty Charge Notice (PCN).
